EFPIA Japan Day 2023
With a delegation from EFPIA in Brussels, EFPIA Japan recently held “EFPIA Day” in Tokyo, demonstrating EFPIA’s patient-centric focus and addressing drug lag and loss issues. The two-day event saw engagement with a large number of stakeholders including government, patient organizations, industry and media to discuss collaborations for improving the lives of patients in Japan.
Stakeholder engagement – The delegation had meaningful dialogues with the Minister of Health, Labour and Welfare, Minister of Economy, Trade and Industry, former Minister of HLW, Director of Policy Division of HLW in LDP, and President of Japan Medical Association to exchange views on the healthcare ecosystem, the drug pricing system, and international harmonization of pharmaceutical regulations.
Seminar – In a seminar to discuss the evaluation of pharmaceutical values, policymakers, patient advocates, academia, and industry representatives exchanged views on the roles of pricing and health technology assessment in a sustainable pharmaceutical innovation ecosystem. With thought-provoking discussions on delivering maximum benefits to patients and society, the seminar reaffirmed the importance of collaboration among industry, government, academia, and patients in addressing unmet medical needs and discussing the diverse values of medicines.
PASE AWARD Ceremony – Now in its sixth year, the PASE AWARD invited activity plans from patient organizations for improving the health and quality of life of patients. Three patient organizations shared the Grand Award and two received the Honor Award out of 20 applications. The ceremony was a great success with 61 prestigious guests, including the President of Pharmaceuticals and Medical Devices Agency in Japan and the Danish Ambassador to Japan, as well as past award winners who praised the winners’ proposals for solving social issues.
Press Event – Firstly, a strong message was given by the new EFPIA President, Lars Fruergaard Jørgensen who outlined the EFPIA’s priorities: working together for a more competitive, healthier, and stronger Europe and Japan. EFPIA Japan Chair Takahiko Iwaya followed to deliver a statement to the media on the drug lag and loss issue, which is becoming an increasingly important issue in Japan. Further, a special lecture given by Professor Kaoru Muto, Ph.D. of Tokyo University on Public Patient Involvement attracted much interest from the media.
EFPIA JapanはブリュッセルからEFPIAの代表団を迎え、東京で2日間にわたりEFPIA Dayを開催し、日本のドラッグ・ラグ/ロス問題に対するEFPIAとして患者中心の立場を示しました。日本の患者さんの生活をより良くするためにさらなる理解の浸透や協働を目指して、日本政府、患者団体、産業界、メディアなど多くのステークホルダーと対話を行いました。
ステークホルダーへの個別訪問― 武見厚生労働大臣、西村経済産業大臣、田村元厚生労働大臣、田畑自民党厚労部会長、松本日本医師会会長など重要ステークホルダーの皆さまへの表敬訪問も実現し、製薬産業の在り方や薬価制度、薬事規制の国際調和について意見交換を行いました。
セミナ―の開催―政治家、患者団体、学術界、産業界の代表など、多様なステークホルダーを迎えて新たな医療技術の評価に取り組み、持続可能な医薬品イノベーションのエコシステムでプライシングや医療技術評価がどのような役割を担うかを議論しました。患者さんや社会に提供する価値を最大化するための示唆深い議論が行われ、アンメット・メディカル・ニーズに対応し、医薬品の多様な価値を評価するうえで、産官学民が連携していくことが極めて重要であると再認識する貴重な機会となりました。
PASE AWARD授賞式―今回で6回目を迎えるPASE AWARDは、「患者さんの健康及びクオリティ・オブ・ライフ（生活の質）の向上」というテーマで患者団体から活動計画を募集し、20の応募団体から３団体が大賞、２団体が健闘賞に選ばれ、多くの関係者が見守るなか授賞式が行われました。EFPIA会長に加え、日本の医薬品医療機器総合機構理事長やデンマーク大使など多くの来賓や加盟企業の関係者、過去の受賞団体など61名が授賞式に参加し、社会課題の解決に向けた受賞団体の提案を讃えました。
プレスイベント―まずEFPIAの新会長ラース フルアーガー ヨルゲンセンが、EFPIAの新しい重点方針として、より競争力のある、より健康的でより強靭な欧州と日本のために協力する方法について説明しました。次に、EFPIA Japan会長岩屋孝彦が深刻化しているドラッグ・ラグ/ロス問題に関するEFPIA声明を発信しました。また、「患者・市民参画に関して欧州との比較から見える日本の課題」に関して東京大学 医科学研究所 公共政策研究分野 武藤香織教授の講演はプレスからの高い関心がうかがえました。
